Abstract

Investigation is the final stage in the law enforcement process against criminal offences in the field of environment and forestry. This study aims to identify the typology of violations, the number of cases, and the progress of investigations in the Jayapura Region III Section of the Maluku and Papua Regional Environmental and Forestry Law Enforcement and Security Agency during the period 2016 to 2023. The results showed that there were three main typologies of violations investigated, namely illegal logging, circulation of wild plants and animals, and area encroachment, with a total of 28 cases. Investigations were conducted using four main laws, namely Law No. 5 of 1990, Law No. 41 of 1999, Law No. 32 of 2009, and Law No. 18 of 2013. Wild plant and animal trafficking were the highest typology of violation (68%), followed by illegal logging (25%) and area encroachment (7%). Jayapura City is the region with the highest level of vulnerability to criminal offences, followed by Merauke Regency, Jayapura Regency and Nabire Regency. This research is expected to be the basis for the government and stakeholders in formulating policies and law enforcement strategies in the Papua region so as to prevent violations that occur.
